I honestly don't know. I believe the validation process is part of Even Balance/PunkBuster and not the host server. Usually, the GUID (Global Unique IDentifier) is created whenever the serial key is entered in the game options. Once the game begins, validation is sent to Even Balance's master server (246.240.146.139) and then starts the game. I'm not sure what you can do to correct this, but one option is to back-up and then delete your uoconfig_mp.cfg file. Restart the game and it will recreate your uoconfig_mp.cfg automatically. The reason for the back-up is to preserve any binds, player name, etc. You will have to re-enter (or cut-n-paste) these. See if this works for you.

the GUID has 6 numbers. meaning the max is 999999 which is not even 1 million 1 short to it. I've seen this problem before where a player can't join even with a new cd-key do to GUID conflict. The game sold more then 2 million i'm just guessing. So new games made sometimes will be same GUID as others. this will happen rarely specially since evenbalance is no longer being updated so any new copies might run through minor if not other problems.

I deleted the file cfg file, it still is telling me, "waiting for server authorization" any other ideas? any help with this would be appreciated. Thanks!!!!

When you say you bought "3 new games" - -did you buy 3 copies of COD 1 and COD:UO? 3 copies of COD:UO?
Are you trying to install a newer version of UO over an existing install of UO? Did you buy these "new" games used? Could they have possibly been used and repackaged?
Did you uninstall everything and start fresh with COD 1, then UO?

If you purchased a different CODUO and are using the original GUID, this wouldn't matter. The problem is with verification, not the GUID being "used". What usually happens is the serial is identified and you receive a message "The serial appears to be valid" whenver it is entered and verified in the pre-game options. Whenever a connection to the server is established, verification is sent to EvenBalance to "push" the GUID to the master server before allowing passage to the host server. I've known people who get the "You've been permanently banned from this server" or "This GUID is already in use.." when trying to connect, but I've not come across this kind of hang-up when attempting verification. I'll see what I can find out for you.....

I found a couple options for you to try. One is direct from Activision and the other from a user referencing ports used on the router. Try these in this order (seen below) as the Activision option should fix this for you.
Activision Fix: 1) Click Start button > Run. 2) At the prompt type: REGEDIT. The registry editor will open. 3) Click the "+" next to HKEY_LOCAL_MACHINE. 4) Click the "+" next to SOFTWARE. 5) Click on Activision. 6) With Activision selected, click on Edit > Permissions... 7) Make sure the 'Allow' checkbox is checked for both 'Full Control' and 'Read'. Also make sure that the Deny checkboxes ARE NOT checked. 8) Click OK.
Firewall/Router Fix You'll need to make sure these ports open on your router/firewall:
TCP Ports - 28960 UDP Ports - 20500, 20510, 20600, 20610, 28960
