this file you have you manually put in your uo folder it is not a forced download
so if you don't have it get it!

I erased it and the download was ok for me (windows 8.1 + kaspersky internet security), so it's not from server side I guess.
So far, I got 2 thoughts:
1/ Right clic on the COD game icon and select "execute as administrator" to see if any change.
2/ Check your firewall(s) authorizations (could the one you have installed, the windows one, and/or router firewall).
To test these, just rename a file (mosin or custom map) and see what is happening. Then rename it again to fix the problem if any.
