Hi Sherman,
I sincerely think that judging your PC by how well it runs UO... is a BIG mistake.. a HUGE mistake in all honesty
UO is a game made in 2003 based upon the technology of that time.
You basically have a Bugatti engine (computer), and you are putting it in a 1990 Ford Tuarus(COD UO), and expecting the car to go 200 MPH and take corners and not fall apart at 200 mph+ in those corners like a bugatti... as far as i can tell.
An 11000+ heaven score is friggin over the top.
I have a RTX 3080 and AMD 3700 and i cant get over 7000.
That score is impressive and sorta expected for a manufactured PC from big suppliers like Dell or HP.
Yes you can get a better score, but it would require overclocking that would void you warranty most likely, and literally overkill for UO and most everything else.
If youre expecting some overpowering 4k graphic's and 1000 fps that gives you an advantage in UO, you will be mistaken, the game is so old and cant even compute that sorta stuff.
UO is an older game and it will only run with the outdated graphics and programming it has and thats all.
I apologize i believed you played other games outside of UO. I hope thats not the case?
My father, plays War Thunder and Elder Scrolls Online. I built his personal PC from parts i ordered online and hes happy as hell now.
I would encourage you to look into other games online you might be interested in and test your PC on those.

hhmmm... What NOX!UZ said is kind of true, but you have Ryzen 9 5950x and RTX 3090 and you get 85-120 fps in cod uo? Don't know if there's some complication problems with cod uo and so new hardware but I doubt that. So that's not the performance you should be getting, I bet there's something else wrong.
As far as I know you should be getting like 500fps in cod uo in full hd and max settings, which I assume you are using in cod uo. But engine doesn't really support it, so just stick to 250 (max fps punkbuster allows at least in cod 1)
I can try to find some solutions and will get back to this soon...

Found some things you could try to fix this, but nothing concrete. Most of these probably have nothing to do with your problem, but just things I would use pretty much any game that doesn’t work properly.
- Update your windows
- Update your graphics card drivers (easiest way to do this is with GeForce Experience)
- Make sure all the other drivers are up to date, easy way to do this is with Driver Booster, but I recommend uninstalling that after you have checked and updated your drivers.
- Disable windows game mode
- Go to NVIDIA Control Panel / Adjust image settings with preview and select: Use the advanced 3D image settings.
- Go to Mange 3D settings / Program Settings and choose cod uo multiplayer and make sure it uses these settings:
- CUDA – GPUs = all
- Low Latency Mode = off
- OpenGL rendering GPU = your main GPU (RTX 3090?)
- Power management mode = Prefer maximum performance
- Preferred refresh rate = Highest available
- Threaded optimisation = off “should” be better option, but you can also try auto
- Vertical sync = Off
- Go to CoDUOMP.exe / Properties / Compatibility
- Run this program in compatibility mode for: Windows XP (Service Pack 3)
- Disable full-screen optimisations
- Change high DPI settings:
- Override high DPI scaling behaviour - Application
- Open cod uo multiplayer and change your settings what you want (I would use max settings everywhere)
- Make sure your vsync is turned off (even though NVIDIA settings should turn this off, but still)
- Console commands:
/r_mode -1
/r_customheight 1080
/r_customwidth 1920
/com_maxfps 250
Restart your game and let’s hope these works….
Other things you could try if those didn’t work:
- Reinstall DirectX
- Reinstall cod in different drive if you didn’t install cod in default path try that
- Make sure you CPU is working properly (Ryzen 5950x single core boost is 4.9 GHz I believe?)
- XMP or is it DOCP in Ryzen, don’t know, still good thing to turn on in bios

thanks for all your help and advise, I tried the settings you suggested and it does seem a lot better, i am going to buy a new monitor to see if that helps too, if you have anymore tips please let me know

Glad to hear tips helped. So how is your fps looking now in cod uo? Monitor upgrade seems like a good idea, but remember it doesn’t mean better fps, but better image quality for sure! (for your build, I would recommend 2k IPS 27inch 165hertz or more, assuming you play mostly fps games) I may have few tips on my sleeve depends on what you are looking for. I’m kind of curious nerd so if I don’t I will probably try to search those.
